Katarina "Kat" Kemper-Kelly is the principal consultant and Chief Executive Officer of Healthcare Public Safety and Security Consultants, LLC. After a 20+ year career working in hospitals and healthcare, and obtaining various degrees and certifications, she is excited to work with other healthcare facilities to enhance their programs. She is absolutely excited to share her knowledge and expertise with others to find their best while preventing and mitigating harm to your employees, physicians, and patients.
Kat Kemper-Kelly, PhD, CHPA, CPD
Kat Kemper-Kelly is the President and principal consultant at Healthcare Public Safety and Security Consultants, LLC and has over 25 years in the healthcare security, safety, quality, risk management, and emergency management fields. She has worked and developed programs at single hospital, at multiple hospitals, and as a corporate leader overseeing 160+ hospitals, hundreds of free standing emergency departments, ambulatory surgery centers, warehouses, daycare centers, and office buildings across multiple states in the U.S.
PROFESSIONAL EXPERIENCE: During her career, she worked as a regulatory state investigator with the State of Hawaii, a quality management project coordinator at Kapiolani Medical Centers, coordinator, manager, and director of risk, safety, security, and emergency preparedness at Rose Medical Center, and the Director of Security at HCA Healthcare overseeing the program across 180+ hospital, 80 free-standing emergency departments, hundreds of ambulatory surgery centers, warehouses, and administrative offices. During her tenure, she has participated or led various regulatory surveys such as The Joint Commission, CMS, Department of Health, and the Food and Drug Administration. Kat has conducted hundreds of healthcare security assessments and training workshops across the United States and United Kingdom. In these roles she has published a wide variety of articles and provided presentations on the healthcare environment, best practices, and performance improvement activities.

EDUCATION: She holds a PhD in organizational development and change, two masters degrees in organizational leadership and organizational development and change with concentrations in strategic innovation, change management, and coaching and a bachelors degree in Criminal Justice. Kat received the CPD - Professional certification in 2025 from NCIP and also holds a black belt in Six Sigma which has helped her analyze programs, processes, and identify efficiencies and business opportunities. In addition, she has received certification as a healthcare risk manager, healthcare quality management, and Healthcare Protection Administrator. She has collaborated with a number of state and national task forces including various state health organizations and the U.S. Centers for Disease Control and Department of Health and Human Services Office.

INDUSTRY ENGAGEMENT: Kat has been engaged with International Association for Healthcare Security and Safety (IAHSS) for over a decade and has participated in Council on Guidelines, the Data Warehouse committee, and Women in Security special interest group, She was also the Tennessee IAHSS Chapter Chair for many years.​
